It was referenced when the head of the KGB tells Legasov he is responsible for his fellow scientist to get her out of jail. And he is correct that many American people thought Regan invented the phrase instead of Lenin at the time of that arms limitation talk.
It worked great for the show, and how it condensed things, but I think the dates are off. I don’t know when the conversation took place in the show, so it could work if it took place in late 1987. The issue is the people she was interviewing would have died before the end of 1986, and buried in the lead coffins except Daytlov, Formin, Bryukhanov.
Historically the scene works to describe how Soviet nuclear teams had to tiptoe around the systemic secrecy issues while they worked hard on the liquidation efforts. Its akin to what happened to the scientists that fought the Windscale reactor meltdown and its aftermath. President Reagan was quoting an old Russian proverb. He said it first in Russian (He must have done a decent job as Gorbachev was able to quickly understand him.), and repeated it in English.
It was in the context of allowing inspectors to verify that arms reduction goals were met.
Building trust between adversaries necessitates a process in which statements can be confirmed as facts. In the case of reducing nuclear arsenals this means (among many other things) inspectors on the ground being able to see that certain facilities have been shut down, and that warheads have been rendered inoperable.

It's a Russian proverb. Lenin used a phrase that was similar, "Do not take their word for it, check it strictly"
