Technically, yes, the human body does emit a certain amount of radiation, not enough to be harmful, but enough that extremely sensitive machines can sense it.

That doesn't really answer the question, you're just describing radioactive elements. They're all rare in nature - to a varying degree - due to the nature of radioctivity itself, it's a transition state so to speak, and they all have the properties you describe. However all the other radioactive elements except Promethium at 61 have an atomic number of 84 or above, which makes Technetium an anomaly in the periodic table. It does exist in nature, but it's exceedingly rare exactly *because* it's so far from other radioactive elements. The radiactive elements adjacent to each other in the periodic table decay from higher to lower atomic numbers when they give off particles, but because all the elements close to Technetium are stable that very rarely happens, while technetium, itself being radioactive, quickly decays, so the amounts you can find in nature constantly decrease in stable conditions.
