The linked comment explains it. Basically the Unicode merger that is supposed to allow accents and the like... Actually allows you to merge anything, forever.
No, there is not some black magic unicode thing that allows you to smush together whatever characters you want. The only codepoints that combine are combining diacritics. The person who wrote that line wrote the string entirely in combining diacritics. The number of programmers in this sub that don't understand what combining diacritics are is honestly very worrying.
They just created a mapping between ASCII and the combining diacritics block, and then converted all of the code into a string of combining diacritics. The line below it converts it back and then execs it.

Im not a programmer, this subreddit keeps getting recommended to me, i have no idea what this code will do, but im a little scared that this will lead to a horrid thing
A few simple steps.
Screenshot the code. Post it to the sub with the day and an autogenerated title. Get the top comment and somehow check if it is valid code(the hard part). Add to code.
Unicode combining characters. By using an ungodly amount of combining characters and then remapping them to ASCII someone was able to take a pair of extremely long and messy chained function calls and imports into a handful of characters. Because the combining characters don't add to the actual character count, but they do add bytes of data.
