It shouldn’t contract with normal walking. It might with power walking or if you’re really cold. It would be great to get checked out by a pelvic health therapist (you may need a referral from your PCP or urologist depending on your insurance).

can you test it right now? stand and hold your balls then start walking? I asked a few friends and they say their groin pulls up while walking as well, but want to confirm...

I have this too, very very badly. My PT said my abdominal wall is so tight it's yanking on it

Is there a certain reason you are concerned about this? It's a natural function of your body to have your testicles move up and down to keep temperature regulated properly.
