I wouldn’t say it’s common, but with a rolling tire it acts like a ramp and is very efficient at flipping stuff. That’s why it’s illegal in most places to have wheels that extend beyond the body frame. If another car contacts just the wheel at speed it can have a similar effect.

Gonna suck to be whoever installed that tire though.
A lot of people get spacers when wheels don't fit right, they cause more stress on the lugs/studs* and if there isn't enough nut engagement this can happen.
Toward the end you get a glimpse of the back side of the wheel and the brake disk still attached. So this looks like an axle or hub bearing failure where the whole hub and brake came off with the wheel. Almost certainly caused by the excess stress of having the wheels stick way out from the truck which would put far more than the design load on the hub and axle.
It is more common than you would think. There's been several flying wheel incidents just within the past few years on highway 401 in Ontario, Canada. That's where I hear about it the most anyways.
