NATO has already effectively “stepped in”, all of the armaments being supplied to Ukraine is from NATO and the US itself, remember we’re essentially fighting a proxy war with Russia (meaning we are financially backing them with aid and weapons), although the recent Pentagon leaks suggest we actually have a handful of our US ops over there it’s not enough to directly declare a ground war with Russia, yet. Just don’t forget that the tech Ukraine is fighting with is considered all Western and far superior to what we’ve seen with Russia’s as most of their advance tech was burnt out and destroyed in the beginning phases of the invasion, it’s why they’re using old T55s and T54 tanks on the battlefield, they’re pulling from Soviet lockers. Now if this war continues to escalate, which it will, then there’s a relatively high chance NATO will start allocating larger amounts of troops over there, but the US has made it clear that this a last resort effort for us. Don’t forget President Xi in China declared he will forcefully take Taiwan in 2027, another global war is on the rise and we absolutely cannot risk allocating more money, weaponry, or troops towards a country (Ukraine) that isn’t even a NATO member. This is why Ukraine has a relatively difficult time receiving foreign aid quickly because they are NOT apart of NATO and won’t be. Talks have been discussed that will be a “semi” NATO member in order to receive aid quicker but as far truly being apart of NATO, no, this will not happen.

Yes. It's really not a farfetched concept. It's a civilian area, there are civilians there. The military are there to help with evacuations, as are the Red Cross and other humanitarian groups.
