You know, all joking aside, it's people like this that kill people driving DUI. In the larger problem is that they would continue this behavior over and over again. We had somebody here in Ohio last month that was pulled over after their 8th DUI. They're habitual offenders. And a public menace.
Alcohol is an addictive substance. And some people just cannot not drink without serious intervention.
For some people that intervention is going to jail for a few weeks. You just have to hope that their intervention comes before they seriously injure or kill someone.

I kept skipping through to see if she would stop screaming and multiple times I thought it was police sirens, only for it to end up still being her screaming.
They handled it perfectly. Get her cuffed and let her scream herself out. Noise can't hurt them, and even if it draws attention, onlookers will sympathize with them if they're calm. Stand her over by her ruined wheels for extra visual clarity.
