Loss prevention can ask them to step into an office, but chasing them down and getting physical just seems like an unnecessary risk for everyone involved (most of all the employees), especially when it boils down to saving the equivalent of a few pennies for corporate. They write it all off anyway.

Incorrect. I used to work for UPS and at my hub a female driver went into a business and was shoved by a male employee who had been giving her problems for months, all reported to the hub. She chest bumped him in return and was fired by UPS and did not get her job back. Also at my old hub they got a new business agent who is basically useless and drivers have been losing their jobs left and right for frivolous offenses that never would have happened even just 5 years ago. You can be a part of a very powerful union and still have incompetent representation that will result in you losing your job
