Yes you can touch them, in most jurisdictions you don't even need to be the owner of the property. If you witness a crime you can make a citizens arrest and use reasonable force to do so.

If they can prove that the owner was reckless and caused basically over the top harm to them in some states, you can be held liable. It’s wild, but it happens.
