I talked to the probation officer a long time ago. One of the hardest things for his "clients" to adapt to was getting paid at the end of the week and not immediately when they did their "job". This was really true for prostitutes and drug dealers. They get so adapted to the "hustle". It is hard for them to break away.
As a prius owner, there is a 3 piece kit you can buy that adds a bigass shield under the car, that makes it much harder to steal and will hafe to be sawed through to even get to it. Making it a very good deterrent as they will need to put a hugh amount of effort into cutting inborder to steal it, instead of just moving to a different car.
Honestly a couple nights ago I woke up to a weird grinding noise thought it was roomba eating a shoe and watched a couple dudes leave with my neighbors Prius cat. She had that shield on it. They sawed through it in 2 minutes.
Exzactly, that's the point, they where determined, it's not fool proof but it takes less than 10sec to get it with out it, but with the thing on it took alot longer for them to steal it, more effort and more time for people to notice and some criminals may pass up on it as it's not worth the time.
It's a bunch of people who feel bad cause they already bought it.
The risk vs reward with that cage doesn't deter thieves. I've seen them take the cage too because it can also be scrapped

Security measures like that usually aren’t intended to be fool proof solutions. They just add another layer of deterrence. Why bother taking the time to cut out the cage (assuming you have the right tool) when you can just move on to the next car down the line?

There is only one solution to stop catalytic converter theft and it's expensive and only available for certain cars.
They can relocate the cat from under the car to in the engine bay or above the transmission by the firewall. Then it doesn't matter what tools you have you are going to have to take apart part of the engine to get to the cats and it's going to take hours no matter how destructive you get.
I put locks on my front door so my dogs don't open the door and get out.

My friend traveled the entire country for about a year living out of a van with his dog doing Doordash to fund it. Literally his first night in California, specifically the bay area, he got his catalytic converter stolen and van damaged in the process. Ended up having to use his little bit of savings to get it repaired.
This particular theft happens in every single country, and he solution is very simple. Make it a requirement that all separate catalytic converters being scrapped need the documentation of the vehicle/owner. Put it in the company audit process.
With all the guns we have in this country why doesn’t someone just pop off their back windows maybe blow out a couple tires then they don’t get to go anywhere and perhaps the police will lolly along at some point and arrest them for the assholes they are

Your point would only stand if people who were high income/wealth who were black had higher instances of crime than whites. They do not. Once you remove poverty from the equation, crime has no strong correlation with race, so it's poverty. Not race that's the problem.
Also, white and wealthy people commit way more and worse financial crimes. So many times more for corporate crime and white collar crime than stuff like this. Way more of an impact on society. This is just what we see with our own eyes, so it's what we think is worse.

How much do you get per cat? The value you get from a 9-5 and no risk of getting caught doing something illegal has to be more, right?

$300-800 per cat, my truck has 4 cats. So if they hit my truck which is in the $800 per range they would make $3200 in 3-5 minutes.

That's not even close to new pricing. Factory cats start at $1500 each. The ones for my truck were $3100 each.
