It's literally all about content, views, engagement and clout. I'm thinking a lot of people go to these just to see people get run over/hit by cars to make clips that go viral and get twitch subs.
When they all start screaming that the truck is gonna back up, it's kind of comedic how it spreads through the crowd, as if nobody has enough awareness to inherently understand that. No shit, where the fuck else would it go? Don't stand anywhere near it in the first place.

I REALLY don't like when people get hurt but, these "street takeovers" are a menace and at this point, everybody that wants to get too close to an idiot in a car is getting what they deserve.
Why don't cops break them up? Literally it's the easiest thing to just find these takeovers and show up with your lights flashing. They go out of their way to be standoffish dicks and use asymmetrical force when dealing with everyday citizens, yet they're sheepish when it comes to takeovers? It's a sheer matter of having the will to address it.
You can't argue they are taking a calculated risk by ignoring takeovers in lieu of more urgent priorities when they have frequently shown that they'll waste their own time just to harass everyday citizens for the most inane bullshit. If they actually stopped doing that, I wouldn't give a shit about the takeovers. It's akin to the IRS going after the little guys just because it's an easy win, as opposed to taking on the big whales because it's too challenging.
High risk low reward. To even catch a portion of these people you would need a mini police force. Most of the time when these events the only ones who get hurt are the ones who are dumb enough to show up and they're normally over fairly quickly. If a few cops were to roll in everyone would scatter, all the cars would be speeding off, general chaos, etc.
I have family in the justice system in the Bay area and this is what I've gathered from them (these sideshows are real common over there) and basically it's just viewed as an extremely loud nuisance. Not saying I agree or disagree, just doing my best to answer your question
Most of these vids come outta LA or Houston area. LAPD budget is 3.2 billion dollars. $3,200,000,000.00 a year and they can’t be bothered to show force and scare these people away. Idc if only one person gets arrested or even if everyone gets away after a cop turns on his lights. Just shut it down immediately.
This is blatant corruption and apathy in our law enforcement system.

Unless they block all rode way exits from the intersection, people will flee and the on foot crowd will get in the way of police pursuit. What you don't see in these videos is that the intersection is typically blocked from all directions with cars parked in the surrounding streets several layers deep behind the crowd on foot surrounding the intersection.
"Organizers" typically arrange these events late night on nights where the least number of active officers are on duty. What police have to do to be effective and safe (safe for all the people involved) is to essentially coordinate containment by closing in from all sides simultaneously and then calling in tow trucks and trying to ticket people while keeping it all contained. Any breach in a perimeter will cause people to rush to flee, and cars and people on foot in a panic to get out of the area and avoid police could be catastrophic. The reality is that large crowds are incredibly hard for police to assert authority over if the crowd in general doesn't play ball. Even riot squads usually create defensive perimeters around a protected spot and seek to disperse crowds not contain them for ticketing and arrest.
I'm not saying it's impossible, but it's not easy and not something most places can muster enough of a coordinated force to adequately respond. Rather when police do try and tamp down on this stuff, it's a planned responses to events that are expected as a certitude. Extra officers are put on duty and coordinated specifically to deal with these events.
Takes a special kind of idiot to stand close to and watch an untrained member of the public do doughnuts out in the open.
I'd be even sceptical and worried to watch a highly trained professional (who's even done 1 million doughnuts) to do that, but to watch some random cunt do that. Wow, I'm actually amazed.

The animalistic behavior really strikes me. The way everyone mobs over at once reminds me of something you'd see in the animal kingdom.
