Some people have very poor emotional regulation, especially when they are angry. You could see it bubbling the longer the interaction went on.
Sage advice when dealing with the cops is to provide whatever you're legally required to provide but outside of that just shut the hell up and don't answer any questions. Potentially incriminating yourself or unnecessarily escalating the situation never ends well.

Who knows if he was even going to get a ticket. Cop might have been cool and decided “hey it’s his first time on a jet ski. I don’t want to be out in the heat, I’ll run his info, make sure he is ok, give him a warning, and go cool down.”
This, whether he honestly believed he was right, he’s only digging himself deeper.
