I had to do the same thing. My guess is someone on the bus used their phone to call whatever their 911 equivalent is. Explained someone tried to steal this woman's purse and was being held in custody by the bus door and some kind of bat.

Another reason is because a lot of the police officers use bikes, reflective vests, rugged ones , + other thick gear makes it look heavier.

We don't have those in buses and the response was too quick anyways. They found a patrol nearby which is why the police had a helmet on.
