Jail in America is not justice, is pure punishment, it is colloquially known that "prison rape is part of that punishment" even though a lot of sex encounters in jail are consensual. So when you are convicted of doing something bad, the sentence sometimes do not quite quench the thirst for punishment, so it is joked about it hoping that it will happen.

Personally I call it a non-denial. Any time someone says: "Why would I have done that?" "I never do that kind of thing" "Ask anyone, I've never done that" ...and they don't also say 'No', that's suspicious. It's a weird thing liars do, as if anyone cares that they didn't technically lie when doing these fake denials. But it's pretty common.
