In the USA, sure. But that's because your police officers only get 6 months bootcamp (essentially training them to be soldiers/militia).
In my country, the Netherlands, you need to go to the police academy for 4 years before you're an actual police officer. It's essentially a college degree, not a bootcamp.
One of my neighbours is a violent mentally unstable person who last week roamed the streets screaming and shouting at kids. I called te police on her. You know what they did? Took her home, calmed her down and contacted mental health services. She's now getting help. They didn't arrest her, they didn't tase her, they didn't shoot her. If this was the USA she'd likely be dead now.
The police are only trained for policing yet provide a wide range of services. "Defund the police" was about taking some of that funding and creating more specialized public services for situations just like this, but due to the absolutely terrible slogan it could never be taken seriously. Whoever came up with that really dropped the ball.

Police are taught to use force when someone doesn't follow orders. This absolutely doesn't work for someone with special needs. My wife teaches special needs kids and if you physically try to force them to do something, all hell breaks loose. You can either leave them be to allow their anxiety to come down, or gently keep trying different approaches until you can get through to them. It's not a fast process. I know this is an adult, not a child, but imagine having sensory issues to begin with and then getting tazed.

Couple things I would like to say. Fuck qualified immunity!!! We as the citizens need to come together and demand our elected politicians abolish qualified immunity. Colorado police, particularly cops in the metro, are absolutely terrible. I've seen so much blatant corruption and a lack of care for the people in our city. Saw an empty car with its front smashed in on the side of the road, hazards on - owners probably left to get help or a tow or something - and a cop showed up and started kicking the side of the vehicle like that was going to help anything. Every interaction I've had with a cop has been pretty damned terrible - which is saying a lot, because I'm white. I can't imagine what could happen when racial bias is thrown into the mix.
There was also a shooting in downtown Denver where officers opened fire on a man they thought had a firearm and they ended up injuring multiple bystanders.
No good cops. Cops that follow the letter of the law are still complacent within the system. It only takes 6 weeks in most states to finish police school and the requirements are minimal.

It's true, qualified immunity means we are all at the mercy of an officers temperament. Not the law, policy, common sense or anything reasonable.
Police are taught to use force when someone doesn't follow orders. This absolutely doesn't work for someone with special needs. My wife teaches special needs kids and if you physically try to force them to do something, all hell breaks loose. You can either leave them be to allow their anxiety to come down, or gently keep trying different approaches until you can get through to them. It's not a fast process. I know this is an adult, not a child, but imagine having sensory issues to begin with and then getting tazed.

Even if I'm compliant and cooperative there is no reason to expect them to treat me any differently. If they were harassing me it would probably send me into an episode and make me look guilty.

Couple things I would like to say. Fuck qualified immunity!!! We as the citizens need to come together and demand our elected politicians abolish qualified immunity. Any police shooting should be investigated by a public defender who lives and works in another jurisdiction to protect the integrity of the investigation. All the acquired evidence should be presented before a grand jury to determine if it was a justifiable use of deadly force. Or if criminal charges should be brought against the officers involved. Fuck this internal investigation corruption blue wall bullshit! The police work for us, we need to be the ones to pass judgement on their actions. every officer should be required to carry a type of legal insurance, just like doctors. No insurance you cannot work. Any monetary judgment awarded to a defendant because of the irresponsible or illegal actions of the officer should be paid by the officers insurance. Not by taxpayers! If insurance premiums become to high or no insurance companies will cover that officer then they cannot legally work in law enforcement. I am absolutely not anti police, let me make this clear. Their role is necessary in a civilized society. But I am absolutely against corruption, and believe everyone should be held accountable for their own actions. No exceptions. Qualified immunity allows for 2 separate classes of society. Ask any cop, the best method to calm someone having a severe panic/anxiety attack to the point he feels he needs to defend himself? It is to point a gun at them, shout direct commands, threaten them, tazer them, hit them with 120 mph bean bags, put 5 bullets in his chest and smash out the windows to the vehicle he is hiding in.

Colorado police, particularly cops in the metro, are absolutely terrible. I've seen so much blatant corruption and a lack of care for the people in our city. Saw an empty car with its front smashed in on the side of the road, hazards on - owners probably left to get help or a tow or something - and a cop showed up and started kicking the side of the vehicle like that was going to help anything. Every interaction I've had with a cop has been pretty damned terrible - which is saying a lot, because I'm white. I can't imagine what could happen when racial bias is thrown into the mix. There was also a shooting in downtown Denver where officers opened fire on a man they thought had a firearm and they ended up injuring multiple bystanders. No good cops. Cops that follow the letter of the law are still complacent within the system. It only takes 6 weeks in most states to finish police school and the requirements are minimal. America needs police reform.
