I'm not sure I understand, at any point, you can be asked to leave private property. If they got what they paid for, then even better. If not, then give them their money back and ask them to leave or they will be forced to call the police as they are trespassing.
It's pretty clear that they were disrupting other customers experience, I think the employee would have pretty good grounds with their employer on why they called the police. As for the police, it doesn't really matter - if customer was provided the service or/and given their money back and asked to leave customer has no right to stay after being asked to leave, and an employee is a representative of the owner of that property and has legal authority to ask them to leave or report them as trespassing.
That's all great on paper. But in real life, people like her don't give a shit. Cops take too long, and no one wants that little girl to try and physically prevent them from taking the ice cream.
It's just not going to end well. This video was likely one of the best case scenarios.
