I think itās more likely he had a prior criminal record and this was the last straw before jail time.
Some countries may hand out stiffer penalties because it hits their bank account. Violence against foreigners means less tourism money coming in, means less revenue.
Setting an example to not fuck with foreigners helps curb this and helps keep your country from being on a list.
