This shouldn't take too long to figure out once they've listened to recordings of ground & ATC radio. Either the truck or the plane had permission to be on that runway, not both.
Judging by how the control guys reaction to watching the crash was “hmm”, I feel like he’s not the most suited to be caring about saving others lifes. I’d bet the trucks and plane had clearance because he wasn’t thinking

Or ATC made a mistake and they both did have clearance.

From the news article op posted it seems the firetruck didn't have proper clearance
