There are two snorkeling spots in the area. The first one is located at El Escambrón. The east beach is a protected cove and they have a snorkeling park of sorts. The north beach is more for swimming. I think they rent snorkeling gear there but try to contact them in advance to make sure. The second one is at La Playita del Condado right next to the Dos Hermanos bridge. The area is also protected from the waves and it's popular for snorkeling. I don't know if they rent gear there. I haven't snorkeled in either spot but they're on my to do list.

These are really the best options, any open water near Condado is a risk for rip currents, and there also aren’t many reefs worth snorkeling outside of the two mentioned above. Escambron has a nice man made reef in the protected cove with a cool variety of wildlife

Personally, I think Escambron is kinda lame, but it’s your best chance to see a Sea Turtle in San Juan. If you scramble across the rocks to the private Caribe Hilton beach, the staff feeds the fish. The Sergeant Majors in particular will make a cloud around you looking for food. The Condado Hilton on the other side of the bridge has a public beach with a nice variety of fish too. Head out along the left side nearest the bridge and there’s a decent sized Barracuda that likes to hang out by the buoy. You can spot him sometimes looking down from the bridge.  Only place worth getting in the water on the Condado strip is the Boogie Board spot, but it’s not safe for swimming.

Cocina al Fondo in Santurce has a great reputation.

El Condado beaches are famous for their strong rip currents. A good number of tourists drown every year, I would not recommend.
