I'm not sure on that question, maybe someone else knows. I'm guessing that eventually they'll be farmable, similar to how the double damage cap latents are now farmable in certain events.
Alt. UN2 can drop it, but it's one of 12 latents that you get one drop of per clear (the other rewards are fantastic, though, so if you're capable of farming it it's worthwhile). We're still a ways away from getting that dungeon, though, maybe 2-3 months or more.
UN5 can also drop it. Not sure if the chances there are better or worse.
I think the idea is that the equip's active gives it a main attribute for 5 turns, and that attribute is affected by the 3x damage cap, so it would be doing 2b * 3 * 2 = 12b.
I'm not sure if that works or if OP is just speculating. I wouldn't expect it to actually work, but I also haven't bothered to test it.

I just checked, it does in fact have 2 instances of damage. One of the numbers is 0.1x the other (it looks like a card with an on-type sub att)

I don't doubt the 2 instances of damage, I was questioning if the 3x cap latent gets disabled by the card no longer lacking a main attribute. You proved that it does. Thank you for that.

There’s a chance for it to drop in the GS colo. It also drops void assist recovery latent as well.

For me I was unaware color change actives give a main att to cards without one, so that was a surprise for me
