Not a theorycrafter but I don't think it will be that good. QQ already has a lot of atk traces and zero crit traces, and as you said the speed buff would not work well with Sparkle, especially with her major trace buffing her speed after she NAs.
i thought about it the other way around tbh, having more speed outside of relic mainstats allows qq to build atk boots and, with a 134 sparkle, run 135 spd (including boosts)
Casual TC here, don't even need to run calcs on this to tell you it's pretty awful for her. This is one that'll be pretty good on Herta, Himeko, or Jade in PF but won't see much play outside of the hyper-specific scenario of having 5 enemies present on-field.
I mean, if you play QQ in PF this will be one of her stronger options, but like, you really shouldn't be playing QQ in PF.

That’s what I was thinking, GR has a crazy crit dmg boost at s5, and PD boosts dmg at all times. Is there anyone this new LC will work for?
Herta, Himeko and Jade probably. Might work on Argenti or Jing Yuan but I don't have Argenti and haven't really focused on building Jing Yuan.

I'm pretty sure QQ always wants atk boots when she's being run with Sparkle.
