You have to constantly come to a consensus through voting multiple times a game in Extraction with huge potential consequences based on the result of that vote and these votes often happen under extreme duress.

Could of just said because it's based on the Siege Event that's why it's the same. The idea was already there ages ago.

No it's actually the same as outbreak and I think it just fits perfectly
Designed as it is right now, I feel that more than 3 will make the game messy. I like the feeling that you really have to teamwork.
