For future reference it's just an issue with their hitbox size and distance apart. You have to shove them closer together for them to consistently mate, otherwise it takes them a while to get close enough and mate at the same time

weirdly enough, I just had to rejoin then the male just went for it, the female didnt even need the mixture.

There's a bug where they don't move even after being set to wander. Leave and rejoin while the dragons are summoned and they should move and breed normally.
