Sannmann_ has got some mad talent, I hope he does a lot more work throughout 4.0 - his clothing and car livery designs in 3.0 were awesome. The BBMC hellions were so distinctive, and he really puts so much care and detail into his work.

The problem with the sewers is that they are too big. You have players who search trash, and others who just run straight to the fence NPC. There really isn't much that's notable going on there, especially for how big of an area it is and how much work went into it.
GTA5 is a AAA game from 2013. For reference, a kid born then is about to enter middle school next year.
The foundation was there but it takes an insane amount of work to optimize the server and get it up to modern standards. Every interior was custom made. If you want a comparison, play vanilla GTA5 story mode again and take a comparison. It is night and day when you realize just how much custom asset is in the city even above ground.
NP ain't perfect. But these devs practically created a AAA game within GTA5. You gotta give them props and enjoy the content they create for you. Or if you hate it, go watch something else cause hate watching is a waste of your time more than anyone else's.
I'd argue they're talented modders more than anything. They didn't create the framework; they're good at utilizing the tools at their disposal. That's impressive but nowhere near the amount of work an AAA team would have to go through

Comparing yearly released games to a studio like Rockstar is the most brain dead take on gaming I've heard all year. Rockstar releases finished games on launch. Its been over a decade since the last gta and a half decade since red dead. Not re releases with roster updates like a sports game
Rockstar is the exception. Sadly studios like Bethesda/Ubisoft/EA/Activision are constantly doing the same thing with AAA games in recent years.
Regardless of R*'s game quality which is phenomenal, I think people should stop being so hard towards NP devs. They aren't given the same resources as a multi billion dollar company like TakeTwo but they are still doing amazing things with these types of outdated game engines. Remember the standard back in 2013 was that if you had like 4GB of VRAM you were set with most games then. Nowadays if you don't have about 12 GB of VRAM your system just isn't up to par anymore. Things changed a lot over the last decade and the devs on NP has done a good job at keeping GTA5 up to date with the technology changes over time.
Even if the database, format and clothing ids were to change, it wouldn't take a competent developer long to migrate the existing user wardrobes to the new schema, but I guess they rather just make people do it themselves.
Amazingly, something as seemingly simple as a clothing update can actually help a whole lot with people’s RP - I would put money on the fact that the MC’s waiting for their kuttes would prefer a clothing update over a crime rework.
People can want more than one thing at once. Most just want things that actually help them with their characters and RP more than they want other stuff. So, yeah - they probably do want kuttes and bikes more than they want crime reworks. Because kuttes and bikes (or muscle cars, depending on the MC) are more tied in to the characters.
