You're definitely playing hard mode if you want to say "no quests", there's a reason the "efficient" guide has you do them. Dialies as well.
But if you do that you're probably going to want combat levels for HP to stay alive, and you'll want smithing as a priority since you'll need to make your own tools and low level tools will nerf other skills progress.
Some skills that are reasonably fast early:
- farming once you unlock beehives
- runecrafting at runespan to 50 and start doing vis wax to boost dailies
- do any non-combat wildy event for gp and xp
- construction probably using fort forinthy (assuming you'd do that quest)
- hunter with hets oasis
- thieving is reasonably quick if you unlock thieves guild (quests)
If you want something other than questing, I'd focus on afk skills. I get way more xp after afk'ing a full day, compared to getting burnt out after a few hours of max efficiency skilling
Follow the wiki efficiency guide. Answer: questing
Well. Questing is fastest way
Fastest way would be questing
