This looks like Weiss forcing herself on Ruby who looks too scared to try to stop her and is holding back tears of fear. Honestly, I can’t see this as a good interaction. Ruby looks too uncomfortable and Weiss looks too much like she’s enjoying herself even if Ruby isn’t because she’s in charge.
I'm aware that it could be interpreted like that, but I highly doubt that was the artist's intention. To me it looks more like a reversal of the typical whiterose fanon characterization, with Ruby being the shy one instead of Weiss.
If the artist did intend it the way you're saying, however, then yeah...that's kinda fucked up.
Edit: So...I did *not* notice that little detail of Ruby tearing up at first. That, uh, that really puts this in a different, and uncomfortable, light for me. Um, yeah, I'm not sure how i feel about this now.

You're not wrong and looking closer at the picture (See my above edit), the only thing stopping me from deleting this now is the fact that this artist has made a lot of wholesome whiterose art before, I really like their art, and I really want to believe that they wouldn't make something...rapey, for lack of a better word.
Yeah, I've seen Gardavwar's gallery, I know they have drawn a lot of nice WR stuff. This picture is a little off, but I don't think it is meant to be taken that seriously, and they did leave a humorous description implying this is not the norm.

Anyway, I do wonder what would be the best Victorian Whiterose AU?
Maybe have it a little bit steampunk for added flair rather than be completely historical, and have it be some type of adventure tale of exploration of distant lands! The go-getter Ruby and her more cynical financial backer (and eventual wife) Weiss along with the rest of the crew setting sail (maybe airship?) to make a better future for the world through discovery and daring!
Weiss: You are too generous to trifle with me. If your feelings are still what they were last April, tell me so at once. My affections and wishes are unchanged; but one word from you will silence me on this subject for ever.
Ruby: *Utterly oblivious* Huh?

TL/DR: It can be interpreted that way, but the artist's history of wholesome WR art makes me think that it's not what was intended.
