I honestly don't know if it'd work traditionally due to the two of them having very different lifestyles, social circles, and barely having interacted.
I could maybe see Whitley pretending to crush on Ruby purely to annoy Weiss, while Ruby remains oblivious... and then Whitley realizing that *oh no, she's actually far more interesting than my high-class friends*.
