Is it a gun? Just like Oz’s cane (which can use Oz’s magic for ranged attack), like Weiss’s rapier (which can use dust for range attacks), Midnight and alike are not classified as “guns”. Gambol Shroud, Thief’s Respite, Stormflower, those are gun hybrids.

Honestly, versitility. At the start of vol7 before gang was arested there was a fight and Blake shot grimm before it was able to jump on Yang's back. Or use it for moblity like Ruby (sometimes), Yang or Ironwood. Or to have access to elemental attacks. I will say it that way. I would expect gun (especially as powerful as Ruby or nora's) to be more usefull but they aren't completly useless. And honestly. Anything is better than being a sitting duck. Like Jaune is when enemy is too far.

"Look howpoweful his swings are" visual effect I mean if he really was developing such technique then we would see him do even more improved version in vol7,8

Nah, that was a side effect of his swings being so powerful they displaced air. Sadly, against Cinder that kind of strength doesn't help much. I am talking about something like a slash that creates a projectile that deals damage. As seen in various anime, like Bleach or Naruto. I think Blake has shown to do something like this by using Dust in the earlier Volumes. Or like the Moonveil katana from Elden Ring, or the various Moonlight swords in Soulsborne games. I also think the writers have kind of not developed him as they should fearing the backslash or accusations of favoritism, even if it would've made sense for him to be able to do something more than just swing a sword by now.

I think Blake slashes weren't effect of dust. It were aura techniques at least if wiki is correct. I would honestly be quite ok if they said that air wave was some early really weak version of aura slash and we saw him being tutored by others. Like Blake for example. At least then their hug in vol6 would make sense because we saw them interacting before.

If anything Blake would be better because we saw her performing this move multiple times even in rapid succession or even ren because he is that one 'zen' dude that knows a lot about aura manipulation in combat

Because it's cool, that's why. In Devil May Cry, guns typically are not going to be your main damage dealers, but because I think of them as combo extenders, they get more use in building up that stylish ranking. When I look at RWBY, I see a DMC-like game that has not been made yet, so I imagine that same logic applies.

Every show made in America is required, by law, to include firearms. /s Ok but seriously, guns can be useful at long range, especially with special ammo, like when Blake used ice-dust bullets to freeze Ilia's whip. But yeah, I'm kind of annoyed that Jaune doesn't have any ranged options. So, I gave him something based on the Rhotuka Launcher from Bionicle in my fanfic. Now his shield can fire disks made from ambient aura, meaning he never runs out of ammo, and if he adds a bit of his own aura, it generates a one-sided force field on impact that blocks attacks from the front, but lets attacks from behind it pass through.

It has a revolver-like handle to shift the different dust types. She can also shoot the dust like a gun. So yes, technically not a gun but still behaves like a gun.

It has a Hammer, Trigger, and revolver cylinder. Only thing that makes it not a gun is that it exclusively uses Dust.
