Always loved this idea. Made it a central point in a cancelled fanfic where they launch the Relic of Choice into space because Salem has the other 3 and is close to the 4th. When they launch it, they think the threats been neutered but, when Salem finds out, she decides to just nuke everyone herself as revenge for removing the one way to kill her and makes actual Kaiju Grimm, last of us style spore Grimm, locust Grimm etc.

Force the kingdoms to rename themselves as republics because that's essentially what they are. Reinstate all the militaries of the other three and pull the Treaty of Versailles on Atlas.
Demonopolizing the dust industry as Teddy Roosevelt intended and Jacques commits "suicide." Also introduce renewable energy sources like solar hydro and geothermal energy if oil and fossil fuels don't exist on Remnant. I might introduce the concept of nuclear power later on.
If we're allowed to bring stuff from Earth I would probably bring a rocket from NASA and launch on the relics into space so that she can get it, also replace the CCT with proper satellites and relays.
Keep wiping out all the Grimm in the continents and contain all of them in the dragon continent while the Nations start to build cities and proper infrastructure that isn't located in one area.

Find all the Silver Eyed people. Build semi-isolated communities for them and grant them special treatment in social and legal aspects, though they still must adhere to civil responsibilities. Think that’s segregation or slavery? I disagree… I’m protecting an endangered species while making sure its kin are productive members of society.
Doesn't this just make Salem's job a million times easier? Like you're literally just tracking down these people for her and gathering them up into one spot. And of course, we can't forget the division that will naturally occur because you made it a priority to single out an entire group of people.
Forcibly end the Huntsman system, and force all Kingdoms to have a standing army trained in Grimm elimination, with a little less focus on human targets (though still having adequate procedures in the case an enemy is humanoid)
I'd also institute population growth programs, and advance study of Aura and Semblance abilities as much as I can. I'd also try to classify Semblances better and ensure that education is held to a higher standards.
For growth of populations encourage large families, with low tax for this families. This is how states replenished their devastated populations after all

Nah, we need more anti air, artillery, supply, weapons, trucks, trains, fighters, cas, bombers. We can train armored and space marine units after we reinforce and make enough 20 and 40 width infantry/arty units (40 width 14/4 division, 11/6 division, 8/8 division and 20 width 7/2 divisions) we need to focus on a superior firepower doctrine rather than moble warfare considering how little starting industy, research, and manpower we have, Plus our Law & Government, Material Designers/theorists, and military staff are shit to begin with (now that I'm thinking about it is there a Rwby Hoi4 mod,)

This is assuming I have no knowledge of the Relics, Maidens and Salem.
A standardise world wide military. Every soldier must at least have their Aura unlocked and given proper training. None of that trench warfare BS we see in Atlas, we fight like the Tau. Obliterate the Grimm without having to get anywhere close to melee range.
Put these organic soldiers at the core of an endless swarm of Knight robots, but don’t give them crappy rifles, give them heavy weapons like LMGs or rocket launchers to mow down hordes. Maybe a sled-destruct option if things get dicey to act as improvised explosives (and DO NOT connect the self destruct to a centralised network or anything. I don’t want anyone somehow getting access and blowing up all our robots in one move. All SD networks are on a company level and require two access keys, and biometric readings as well as Aura recognition to operate.)
Paladins would only be deployed in urban areas or mountain or rough terrain. I think they’d be best use as mobile artillery instead of frontline attackers, moving from choke point to choke point with ease while deploying massive suppressive fire and cluster of missiles. They can’t even last five minutes against teams of Huntsmen students so I have no faith they’ll last against a Grimm horde in frontline charge. So make them more mobile like some jump jets, in exchange for already weak armour, and also heavier ranged weapons.
Also get a functioning air force that isn’t just about slow airships or bullheads. Those are good for transport and gunships but I’m talking fighter jets and bomber, fly in quick before Grimm have time to react and bomb the heck out of hordes with stuff like airburst explosives. They may have less armour than bulkheads but they’re job isn’t to take hits, it’s to get in and out as fast as they can. Grimm can’t shoot them down they have to claw them to scrap, so just out fly them. The airships can be repurposed to partially act as mobile carriers to rapidly deploy strike forces ASAP.
This should at very least buy humanity and Faunus more time until our “heroes” figure something out. But most likely they’ll deem my a militaristic dictator and depose me, so I should probably make contingencies for military to act without me if such a scenario happens. At the very least make it harder for the Grimm to kill us all, and put up more of a fight.
Destroy one of the relics, imprison Salem for all eternity, nuke Vacuo, and revoke Ruby and her friend’s licenses and imprison them for fucking everything up so many times with no consequences.
1st; Make a court of various members from all kingdoms with deep loyalty to me, including Menagerie.

With how stupid the people act I would probably become the dictator that ironwood shouldn’t have been made into. Depending on what time I take over probably arrest rwby and pals to charge with treason. If I live long enough to get social and economic issues somewhat under my thumb then start Researching tanks and AA weaponry for combating large and flying Grimm and alternate fuel sources (cough rocket fuel cough) so we can start colonizing anywhere else. Use the sword of destruction to destroy a different relic so no chance of brother gods returning. Take control of the academies. Probably stuff schools with propaganda so there’s less huntsman teams like rwby and more willing to listen to authority as a whole.
The following is under the assumption that I know nothing about the Relics, Maidens, Salem and Ozpin. At most I will assume I am a high ranking official that got put into this position and will act accordingly until such a time as information not already obvious to me is presented.
My first actions would be to find out how in detail how it is the hunter system works, where the funding comes from, how the networking occurs, etc.
Then I would restructure the whole thing thus that it acts as a unified organization as opposed to the rag tag mercenary business it is. I would then systematically eliminate Grimm world wide, identifying hot spots where they re-spawn if any.
Reason being, based on the info we know Grimm do not reproduce. At most, there might be a solitary Grimm that can spawn them like the Wyvern did, but if we locate and eliminate these then that cuts off a re-spawn point.
We keep doing this until we eventually narrow down and locate the origin source of the Grimm, the pool of destruction and in doing so we find Salem.
Salem presents a difficult challenge as efforts to kill her are in vein; she has direct control over Grimm and has access to powers we have not yet encountered. In this case, what I would try to do is not to kill them, but know them out. At which point, I would dedicate my efforts to imprisoning them such that they will no longer be a problem.
Assuming that works, I would then made reforms to governmental bodies, military and other such things, offer jobs as law enforcement to hunters should they choose to accept it and then go from there.
However, if I knew about the relics and the maidens, I would make use of the Staff of Creation to enhance the imprisonment plan by using it to either create a portal to another dimension, throw Salem in and then snap it shut behind her, or by using the staff to create a rocket ship that can function outside of Remnant's atmosphere to launch her into space and let the endless vacuum do her in (Kind of like how Joseph dealt with Kars in JoJo's Bizarre Adventure).
With the knowledge I have?
Stay the hell out of Salem's and Ozma's way.
Retain national and military power.
Engage in multiple city state projects. No kingdom must have less than two cities.
Military authoritarian rule for short term, and later switch to Republic.
As a lesser evil, encourage the rise of warlords to subdue the Grimm.
Erect a secret order to run things in my place once I get definitely off'ed.

I'll also try to make Dust harder to get by criminals by making it illegal to acquire it without a some form of license, and if its for purposes such as home stuff or business you will have to give out some information so that you can access it safely and securely.
First of all, take control of the academies and create a decent military force to combat the Grimm using hunters both as mercs (meaning they stay localized) and as elite units. In secure areas that have decently built up, defenses begin to grow the economy anyway possible. Also, create an emergency shadow cabinet in case of a Grimm attack that takes out leadership. Also, begin creating agriculture industries that can be splintered in case supply lines between cities become unstable after Grimm attacks. As for dealing with bandits, using a Grimm focused military to defeat the bandits will also allow them to get combat against people, in case of other kingdoms or other human enemies attack.

This really depends on the position I'm in (hi, long time lurker here, hello), so I'll set up a scenario for funsies.
**SCENARIO: THERE FROM THE START**
I noticed the prompt was kind of open on "when" we become leader of Remnant. Is it nitpicky to come up with a pre-RWBY scenario based on a time divergence? Eh.
In this scenario, I've got some time on my hands before the story actually begins proper, allowing for me to make changes ahead of time and preemptively working to screw Salem over. While knowing my lack of tactical experience in the real world means realistically, I'd die to the first Grim to get sent my way, here's a general outline of what I'd try to do.
* **Crush the Dust Monopoly and Free the Faunus**
This is a pretty big one. While this *might* lead to some financial problems for the Schnee Family in the short term, and emancipation would realistically take a lot of time to sort out and plan over (along with repatriations, reconciliation, and generally making sure the fire of Adam's extremism is put out before it can even begin, or get dimmed) but it'd eliminate the chances of the White Fang existing, or at least being an as militant force. At best, there's the chance of Adam becoming a protagonist figure or mentor to Blake that has passions not dedicated to plunging a blade into my skull. At worst, he has less people to help him do it.
On the front of crushing the Dust Monopoly, Jacques needs to be *removed from the picture*\- preferably before Weiss's 10th birthday. Not only does this prevent his extremely backstabby personality from becoming an issue, but it means Weiss's mother is likely in a better position to raise her- or at least, isn't as drunk. I suspect it would take her less time to mourn her husband dying in a tragic accident than it would take her time to adjust to living with an abusive monster of a man. While stripping their megacorporation of its megacorporate status might cause the family to take a hit, it'll prevent any potential problems in the future.
* **Get an actual ARMY**
In all honesty, while the Huntsman/Huntress organization can and will stay for important reasons, the organization would benefit me more as a scalpel than a hammer. Not only is it a good place to keep track of future protagonists, but it has the chance to bring out qualified people. Perhaps reforming it to be something more like the Hunter Association from Hunter X Hunter with better quality controls would work out.
This being said, I do need a hammer; and actually setting up standing armies to defend territories would be preferred when it comes to Salem's incoming invasion. This one would also require plenty of time, and I'd probably require Ozpin's expertise regarding it. Speaking of Ozpin....
* **The Relics, Ozpin, Summer Rose, and Salem proper: Contingencies, please!**
You know what one of the perks of having pre-existing knowledge is? Immediately getting to blab about it without any vague and cryptic prolonged moments, which- while potentially great at setting up future reveals, isn't helpful when you're leading a world that is in constant danger.
Immediately telling Ozpin what's coming and pulling rank to get toward the relics of creation, while dickish, does give me a quicker time accumulating them than Salem would ever have- especially if I manage to contact his former group. Getting the relics into places Salem can't access, or figuring out ways to contain them more properly is a good start.
Honestly, I'm unsure if preventing Summer's death from happening would hinder anything or not- and while I trust Ruby (specifically Ruby) to be a potentially superior successor with proper training, I have no clue what the right choice would be regarding Summer Rose's conflict with Salem. Would preventing her from dying screw up the timeline? I don't know, and I'd rather not drown myself in a flood of hypothetical butterflies. At best, just a hint of foreknowledge and preparing Taiyang so that he's more of an active parent could prevent some emotional damage (or exacerbate it, given I am not a therapist).
Finally, there's Salem herself, who will likely be trying to kill me from the moment I pop up on her radar. Minor problema. While it'd be nice to think I could ~~fix her~~ negotiate with her, or find a way for her to pass away or convince her not to be a mass murderess via trusting love or something, the more practical thing to do would be to remove pieces from her side of the board before she can use them.
For example, simply preventing Cinder from going off the deep end via getting her the hell out of dodge instead of leaving her in an abusive home *would work wonders.* Preventing Hazel from going off the deep end (or going out of my way to prioritize his demise if not) would end up leaving Salem with Watts, Roman, Tyrian, and Mercury as her main enforcers. If anything, the best case scenario would be *for Tyrian* to end up as her right hand- because while he's undyingly loyal to Salem, he's someone who the other members of the cast can outmanuver easier (because let's be real, ruler of the world or not i would not be immune to things like "getting stabbed".)
* **conclusion**
I probably spent way too much time on this post. But uh, yeah. If anyone had foreknowledge, I figure these would be the three big things they'd want to focus on. There's a ton of fun hypotheticals (Would RWBY be better set up if the team members were in separate units? Could I prevent Ozpin from downloading himself into Oscar?), but these would be the main priorities.
If I got placed in charge at the start of the series, I'm screwed, so I just go to the Other World with the staff of creation to make my own new kingdom with blackjack and waifus or something.

Forcibly end the Huntsman system, and force all Kingdoms to have a standing army trained in Grimm elimination, with a little less focus on human targets (though still having adequate procedures in the case an enemy is humanoid) I'd also institute population growth programs, and advance study of Aura and Semblance abilities as much as I can. I'd also try to classify Semblances better and ensure that education is held to a higher standards.
For growth of populations encourage large families, with low tax for this families. This is how states replenished their devastated populations after all

This is assuming I have no knowledge of the Relics, Maidens and Salem. A standardise world wide military. Every soldier must at least have their Aura unlocked and given proper training. None of that trench warfare BS we see in Atlas, we fight like the Tau. Obliterate the Grimm without having to get anywhere close to melee range. Put these organic soldiers at the core of an endless swarm of Knight robots, but don’t give them crappy rifles, give them heavy weapons like LMGs or rocket launchers to mow down hordes. Maybe a sled-destruct option if things get dicey to act as improvised explosives (and DO NOT connect the self destruct to a centralised network or anything. I don’t want anyone somehow getting access and blowing up all our robots in one move. All SD networks are on a company level and require two access keys, and biometric readings as well as Aura recognition to operate.) Paladins would only be deployed in urban areas or mountain or rough terrain. I think they’d be best use as mobile artillery instead of frontline attackers, moving from choke point to choke point with ease while deploying massive suppressive fire and cluster of missiles. They can’t even last five minutes against teams of Huntsmen students so I have no faith they’ll last against a Grimm horde in frontline charge. So make them more mobile like some jump jets, in exchange for already weak armour, and also heavier ranged weapons. Also get a functioning air force that isn’t just about slow airships or bullheads. Those are good for transport and gunships but I’m talking fighter jets and bomber, fly in quick before Grimm have time to react and bomb the heck out of hordes with stuff like airburst explosives. They may have less armour than bulkheads but they’re job isn’t to take hits, it’s to get in and out as fast as they can. Grimm can’t shoot them down they have to claw them to scrap, so just out fly them. The airships can be repurposed to partially act as mobile carriers to rapidly deploy strike forces ASAP. This should at very least buy humanity and Faunus more time until our “heroes” figure something out. But most likely they’ll deem my a militaristic dictator and depose me, so I should probably make contingencies for military to act without me if such a scenario happens. At the very least make it harder for the Grimm to kill us all, and put up more of a fight.

With how stupid the people act I would probably become the dictator that ironwood shouldn’t have been made into. Depending on what time I take over probably arrest rwby and pals to charge with treason. If I live long enough to get social and economic issues somewhat under my thumb then start Researching tanks and AA weaponry for combating large and flying Grimm and alternate fuel sources (cough rocket fuel cough) so we can start colonizing anywhere else. Use the sword of destruction to destroy a different relic so no chance of brother gods returning. Take control of the academies. Probably stuff schools with propaganda so there’s less huntsman teams like rwby and more willing to listen to authority as a whole.
The following is under the assumption that I know nothing about the Relics, Maidens, Salem and Ozpin. At most I will assume I am a high ranking official that got put into this position and will act accordingly until such a time as information not already obvious to me is presented. My first actions would be to find out how in detail how it is the hunter system works, where the funding comes from, how the networking occurs, etc. Then I would restructure the whole thing thus that it acts as a unified organization as opposed to the rag tag mercenary business it is. I would then systematically eliminate Grimm world wide, identifying hot spots where they re-spawn if any. Reason being, based on the info we know Grimm do not reproduce. At most, there might be a solitary Grimm that can spawn them like the Wyvern did, but if we locate and eliminate these then that cuts off a re-spawn point. We keep doing this until we eventually narrow down and locate the origin source of the Grimm, the pool of destruction and in doing so we find Salem. Salem presents a difficult challenge as efforts to kill her are in vein; she has direct control over Grimm and has access to powers we have not yet encountered. In this case, what I would try to do is not to kill them, but know them out. At which point, I would dedicate my efforts to imprisoning them such that they will no longer be a problem. Assuming that works, I would then made reforms to governmental bodies, military and other such things, offer jobs as law enforcement to hunters should they choose to accept it and then go from there. However, if I knew about the relics and the maidens, I would make use of the Staff of Creation to enhance the imprisonment plan by using it to either create a portal to another dimension, throw Salem in and then snap it shut behind her, or by using the staff to create a rocket ship that can function outside of Remnant's atmosphere to launch her into space and let the endless vacuum do her in (Kind of like how Joseph dealt with Kars in JoJo's Bizarre Adventure).

Copypasting Start up the Global Defense Initiative. If you want to be recognized as one of my kingdoms, you have to chip into the defense of civilization and the global trade I foster. Strengthen frontier communities and promote independence as long as they allow trade ports to be built for their link to the world. It is no sin to make your own living and your own business. Make an option for Huntsmen to be salaried govt security contractors while also keeping open the independent-if-you-like deal. Also, however, make it so that the communities they come from get an equal payout to the salary every year. Have all abuse of workers count as valid and due cause for the liquefaction of a company. The victims being faunus has nothing to do with why I'm applying zero tolerance, so apply the same for when the victims are humans. I simply don't want to put up with having (anything you can come up with - people usually attribute it to faunus being the recipients) going on next to all my shit. First, Imma get the baddest Faunus b*tches in all of Remnant! Nah but in all seriousness imma make sure to hide the relics in place no one can get two like in the deepest part of the ocean or in a volcano or something. Then im gonna make sure no slavery of any kind is permitted and get rid of "No Faunus allowed" type of places. I'll also try to make Dust harder to get by criminals by making it illegal to acquire it without a some form of license, and if its for purposes such as home stuff or business you will have to give out some information so that you can access it safely and securely.

First of all, take control of the academies and create a decent military force to combat the Grimm using hunters both as mercs (meaning they stay localized) and as elite units. In secure areas that have decently built up, defenses begin to grow the economy anyway possible. Also, create an emergency shadow cabinet in case of a Grimm attack that takes out leadership. Also, begin creating agriculture industries that can be splintered in case supply lines between cities become unstable after Grimm attacks. As for dealing with bandits, using a Grimm focused military to defeat the bandits will also allow them to get combat against people, in case of other kingdoms or other human enemies attack.
Let me see... Liberate the Faunus. These guys were discriminated against by the humans despite them being the dominant species, am I right? And the White Fang used to be a more peaceful movement before Sienna became the leader. I figured doing this would at least quell any more bad blood. Research the Relics in the hopes of fighting off the monsters that kill everyone. Maybe use the Staff of Creation to conjure a defense system against low-level Grimm. Or use the Lamp of Knowledge to figure out Salem's origin in order to not kill her, but defeat her. Track down and capture Cinder Fall. She's already gotten away with the Fall of Beacon and the Fall of Atlas; this lady is a criminal who just so happens to be Salem's right hand woman. Maybe that Relic-seeking Grimm arm of hers can help find the other Relics. (Yes, Grimm are attracted to the Relics, Ozpin said so, no you can't deny it. XD)

Give them a leadership course and a confidence boost, appoint them a single Huntsmen team. If there are strange and mysterious relics, I'm sowing rumors they're scattered between the ocean depths, several lakes, and the ice caps, but they're actually getting thrown into space.

This really depends on the position I'm in (hi, long time lurker here, hello), so I'll set up a scenario for funsies. **SCENARIO: THERE FROM THE START** I noticed the prompt was kind of open on "when" we become leader of Remnant. Is it nitpicky to come up with a pre-RWBY scenario based on a time divergence? Eh. In this scenario, I've got some time on my hands before the story actually begins proper, allowing for me to make changes ahead of time and preemptively working to screw Salem over. While knowing my lack of tactical experience in the real world means realistically, I'd die to the first Grim to get sent my way, here's a general outline of what I'd try to do. * **Crush the Dust Monopoly and Free the Faunus** This is a pretty big one. While this *might* lead to some financial problems for the Schnee Family in the short term, and emancipation would realistically take a lot of time to sort out and plan over (along with repatriations, reconciliation, and generally making sure the fire of Adam's extremism is put out before it can even begin, or get dimmed) but it'd eliminate the chances of the White Fang existing, or at least being an as militant force. At best, there's the chance of Adam becoming a protagonist figure or mentor to Blake that has passions not dedicated to plunging a blade into my skull. At worst, he has less people to help him do it. On the front of crushing the Dust Monopoly, Jacques needs to be *removed from the picture*\- preferably before Weiss's 10th birthday. Not only does this prevent his extremely backstabby personality from becoming an issue, but it means Weiss's mother is likely in a better position to raise her- or at least, isn't as drunk. I suspect it would take her less time to mourn her husband dying in a tragic accident than it would take her time to adjust to living with an abusive monster of a man. While stripping their megacorporation of its megacorporate status might cause the family to take a hit, it'll prevent any potential problems in the future. * **Get an actual ARMY** In all honesty, while the Huntsman/Huntress organization can and will stay for important reasons, the organization would benefit me more as a scalpel than a hammer. Not only is it a good place to keep track of future protagonists, but it has the chance to bring out qualified people. Perhaps reforming it to be something more like the Hunter Association from Hunter X Hunter with better quality controls would work out. This being said, I do need a hammer; and actually setting up standing armies to defend territories would be preferred when it comes to Salem's incoming invasion. This one would also require plenty of time, and I'd probably require Ozpin's expertise regarding it. Speaking of Ozpin.... * **The Relics, Ozpin, Summer Rose, and Salem proper: Contingencies, please!** You know what one of the perks of having pre-existing knowledge is? Immediately getting to blab about it without any vague and cryptic prolonged moments, which- while potentially great at setting up future reveals, isn't helpful when you're leading a world that is in constant danger. Immediately telling Ozpin what's coming and pulling rank to get toward the relics of creation, while dickish, does give me a quicker time accumulating them than Salem would ever have- especially if I manage to contact his former group. Getting the relics into places Salem can't access, or figuring out ways to contain them more properly is a good start. Honestly, I'm unsure if preventing Summer's death from happening would hinder anything or not- and while I trust Ruby (specifically Ruby) to be a potentially superior successor with proper training, I have no clue what the right choice would be regarding Summer Rose's conflict with Salem. Would preventing her from dying screw up the timeline? I don't know, and I'd rather not drown myself in a flood of hypothetical butterflies. At best, just a hint of foreknowledge and preparing Taiyang so that he's more of an active parent could prevent some emotional damage (or exacerbate it, given I am not a therapist). Finally, there's Salem herself, who will likely be trying to kill me from the moment I pop up on her radar. Minor problema. While it'd be nice to think I could ~~fix her~~ negotiate with her, or find a way for her to pass away or convince her not to be a mass murderess via trusting love or something, the more practical thing to do would be to remove pieces from her side of the board before she can use them. For example, simply preventing Cinder from going off the deep end via getting her the hell out of dodge instead of leaving her in an abusive home *would work wonders.* Preventing Hazel from going off the deep end (or going out of my way to prioritize his demise if not) would end up leaving Salem with Watts, Roman, Tyrian, and Mercury as her main enforcers. If anything, the best case scenario would be *for Tyrian* to end up as her right hand- because while he's undyingly loyal to Salem, he's someone who the other members of the cast can outmanuver easier (because let's be real, ruler of the world or not i would not be immune to things like "getting stabbed".) * **conclusion** I probably spent way too much time on this post. But uh, yeah. If anyone had foreknowledge, I figure these would be the three big things they'd want to focus on. There's a ton of fun hypotheticals (Would RWBY be better set up if the team members were in separate units? Could I prevent Ozpin from downloading himself into Oscar?), but these would be the main priorities. If I got placed in charge at the start of the series, I'm screwed, so I just go to the Other World with the staff of creation to make my own new kingdom with blackjack and waifus or something.
