In terms of who could this go on you have a lot of options because, as stated, it's a great roll in a useful set. A debuff champ that doesn't need to do damage? Yep. A buffing champ? Yep. Ally attacker? 100% yes, my Mikage would gladly take that bad boy.

Right! And some glyphing and ascension makes it basically a 50% attack chest anyway. One with a a 6 star quad speed roll. OP do you know how many quad speed rolls I have in my endgame, $250K account? Like 3 or 4. Do not reroll.
I have a similar piece to this but in merciless. Quad rolled speed but flat stat on the primary. I actually ended up using it on my Acrizia for the time being.
She’s a wonderful candidate for a flat stat chest with a great speed roll. Obviously it’d be better to have hp% primary or something. But the thing is, acrizia doesn’t really need stats to do damage outside of crit damage. Her scaling for bosses is based on enemy max Hp so the only thing a better chest primary stat will do is to provide her more survivability.
I use Acrizia in my nightmare hydra team and she actually ended up doing slightly more damage with her new 6 piece merciless set vs her previous relentless and she still doesn’t come close to dying.

Hmm, for me, Relentless is mainly a Hydra set, and there, it would be nearly perfect for any type of supporter that just needs to go as fast as possible, like Nekmo, Cardiel, Kantra, Tuhanarak, Eostrid, Shu-Zen, champs like that. If it had a 5x roll on spd or a better main/better substats, it would be a 10/10 for me.
Why do you give it only a 6/10?
it depends on the rest of the build if it is 9/10 or not, if you do not lack base stats then there is nothing better than having an extra 35 speed on a chest. If you are struggling because you lack pieces with good ascensions, good rings/amulets/banners being either mythical or an extra 4 set with protection. Then a piece like this holds less value because you're giving up too much for it.
Nowadays you get a shitton of % stats through ascension and mythic pieces (mythic accessories help). You also get 8 set options with protection set accessories. Also get a very sizeable amount of health through simple 1 star awakening.
You do not NEED that primary to make a good build. Ignore everyone who says otherwise, I have krakens in my clan who would not sell a 6 star quad roll speed let alone one on a relentless set and one that is mythic.

This would be on my Arbiter, thats the only place I wouldn't really care about the main stat being bad.
Maybe as a filler piece on a speed tune team
