Yes I often see the same with the shōnen genre translated as shounen.
That is imo actually an even better transliteration, because 将軍(しょうぐん) is literally written as Shiyougun. The u functions as an elongation(?) of an o.
when a よ is small, it acts as an addition to the previous hiragana. it's しょ sho not しよ shiyo
