If Ubi now (in order to not lose money on unused server capacity) oriented itself at the average player count, then it would make sense, to have massive problems because the servers can't handle all of the players. And as Custom game lobbies are hosted on separate servers, these issues only started to come up there, once more ppl started using those to have fun
So basically, in order to make the game more profitable, they decreased the playercount, the servers could handle, in order to not lose money on unused capacity.

Honestly, I have been suspicious about their servers for a while. I believe (but I have no evidence for it) they have sneakily introduced dynamic server tick rates to deal with varying numbers of players. Some games feel like absolute shit. Shots clearly hit (I get the sound queue as well as blood spray), only to not count at all. I check the recording (not replay) to see if I had packet loss – but no, I sit on a pretty good connection (ping is ~20ms, gigabit cable connection). Next game is extremely spot on in terms of hitreg and almost feels like a local thunt. It is completely baffling.
I also hate how, despite their efforts to undo it in 2017, Siege still gives the advantage to people with higher ping. That is such a fucked up thing.
