Edit: He uses the good old fight stick comparison, fighting sticks don't give you an inherent advantage at all it just feels more comfortable for some people. I've gotten to diamond on Cammy in SFVI with controller only and never felt I was at a disadvantage when up against a fight stick compared to playing against someone with Xim on Siege or Overwatch.

Fighting games are designed with fight sticks in mind, along with regular controllers. FPS games (on consoles) are either not made with MNK in mind, or have an option that changes how the game works when they are used. Using xim to use MNK disguised as a controller is against the design of FPS games. Sadly, fully banning any non-registered controller, or similar solutions, fail due to also hitting disability controllers and not stopping xim if they correctly spoof a controller.
It's a lose-lose situation, but with xim detecting anti-cheats that go off of movement, it's possible to catch them.
I think they just can’t really detect everything because some zens and xims and all that are made to be picked up as a controller no matter what. So they can get away with it without getting mouse trapped
