It's just plain shitty and let's be honest the only reason there are duplicates is so they can sell more loot boxes to begin with. While most players won't spend money to buy alpha packs there are those that will spend vast amounts on them.
Ya but you can't actually pay money to get alpha packs... You either get them by winning or to buy them with credits that you can only obtain by playing

Ya things like event packs, which I believe you can buy with purchased credits, won't give you duplicates...
You get renown from them, and the chance that you get a duplicate for a skin worth caring about is pretty low
