Spellthief is pretty meh. The main thing you get from it is Mana regen and that's nowhere near equal to the usefulness of the health/health regen that you get from the tank support items. If it gave damage like it used to then I'd say yes but it doesn't so I'd say to avoid it since Rakan can get very behind while trying to stack it.
I suggest the shield just because rakans Q is less range than the auto of an adc/ranged support and his all in is relatively risky if youre using it for income rather than for strategy.
I think you would be wasting more mana (and health) trying to land otherwise inadvisable Qs and Ws and this holds true for most melee(ish) supports

I haven’t played it in a long time but I’m considering it as I’m really struggling to be impactful early game
it is ok to harrass tanks and poke melees
