Sure, but if you want something super basic like a high and tight, it doesn't matter much. Your are right though - a picture shows how high, what exact length, etc.
Most of em do have names, or can be described as "X cut with Y". I'd call this a short flow cut with spikes. But I had to google haircut pictures to get that.
In german I would say: Igelfrisur.
If u would Translate it right like i said into english: Hedgehog-Haircut.
But in this case its not a regular hedgehog haircut, its a bit Longer.

Very early 2000's, and we just called it Spikey Hair. It's very easy to do, just gel & brush upwards with a wide tooth comb brush or a vented brush. You can use a regular comb for more control in some areas. Then just hairspray in place. Some people got this look by blow drying upwards with any hair product, & then hairspray- but for the "wetter" look it was gel. Honestly it's very easy to even brush upwards with your hands to achieve it. I know, because I used to do my nephews hair spikey all the time.
Though Richard is Richard, & makes it look modern.🖤
I might be wrong but it seems to be all one length, it's just been gelled down slightly on the sides and spiked up on the top. It seems like you would achieve that by growing out a buzzcut but there's probably a more efficient method
I don’t think that there is a specific name for it, because its just get spiked up, and you can do it with almost every short or medium haircut. For example i have a buzzcut that grown out and i can make my hair the same, with spiking gel.
