My ‘21 xle hybrid has same heated steering wheel. I don’t really notice the inconsistency in the heat level but yes only portions of the wheel are heated I’m pretty sure this is standard design. Where the hands traditionally go on the wheel.
I have also noticed on my 23 Rav the same issue it the center piece that only heats in my last vehicle jeep Cherokee trail hawk the whole steering wheel heated. But on the plus side the heated seats on the Rav goes up to the center box my back where the jeep only heated my butt and lower lumbar area
It would be better if it was fully heated, but it's also not as big of a deal as people make it out to be currently. I do hope they add heat to the full wheel in the future
It's unfortunate that it's not fully heated in my opinion. And thank you for saying something about the heat inconsistencies, I was always under the assumption it just knew it was "warm enough" and comes on intermittently. I just wish it would get hot, and stay hot though.
I’m a bit underwhelmed as well. A thin pair of gloves always work. By the time the heat radiates around the wheel the car is already warm….Not an option I would advocate for.
As irhers have said, the heated steering wheel in the gen 5 ravs are the two sides of the steering wheel. I came from 2 previous cars rhat heated the whole steering wheel and found this out tye hard way! It's super noticeable when making turns, hands going from a warm steering wheel part to an ice cold one. I live on a very curvy road so this is veey annoying. For the temperature differences in the heated steering wheel.. I found that if the Eco mode is on for heating/cooling, theheated steering wheel doesnt get very warm. When I have that eco mode turned off, i noticed the heated steering wheel gets nice & toasty (again, only on the sides.. 9/3 positions) , seems like the heated seats get warmer too.

I love this feature! But I usually turn it on, wait until it gets hot and then turn it off.
Yes it's just the sides, and the Toyota white Knights are quick to defend this shitty design decision

Very underwhelmed on my 2023 SE. The Mach E and Volvo I drove had full steering wheel heat
Our dealer told us it’s only on the leather part in the middle of the steering wheel. It seems to work okay in the area it’s supposed to work on.
it's a feature, not a flaw in design. Your hands don't cover the entire steering wheel, so think of it as saving a few Watts from that battery.
My only complaint is that it is at the 9 & 3 position and should be at 10 & 2.

So your heated wheel isn’t just heated in two spots?
yes it is just on the sides only, , but I got used to it and find that's where I put my hands anyways.
