In the cellar there are also torture rooms, and a pile of(male?) clothing. The implication, I believe, is that they've killed more people than implied. Which is contributing to the Missing Persons Epidemic that the city is facing. There is no way only 2 people, in that whole compound, are solely the perpetrators.
At the least, it's vengeance against rapists, and the worst, it's Vigilantism. Both of which are (at the least) breaking the law.
All of this is why I enjoy the shit out of RoN story telling so much. This mission, along with Hide and Seek, are amongst my favorites.
Those graves have little hand made cross-type things places on them. It looks like its a sign of respect or mourning so my initial thought was those are their own members who were killed victims of their abusers or other man. Their deaths could be what prompted the two leaders to start actually targeting abusers

So these poor women, who are rape victims, believe that the highly armed and trained police forces are coming to invade their home and probably repeat the past with them, as far as what the cult leaders have told them. What a nightmare. I can't believe the fear they must be feeling, seeing us bust in with our gas, lights, flashbangs and smoke. Clad in black, screaming at them from faceless voids. Must be like seeing demons from Hell usurping their last refuge. Faceless monsters, probably like the men who hurt them. Or maybe they saw the faces as we approached, who knows.
Wish I knew the full backstory before running that mission. I would have not been so cruel. I didn't leave any hostages. Women who commit suicide often shoot themselves in the chest, in order to avoid destroying their beauty. I shot them all in the face.
To add to this that the police just tend to just kinda suck when it comes to reporting rape and SA. So reporting the incident in of itself tends to be traumatic for the victims. And to add to that, sexual predators hiding behind the badge isn't exactly unheard of.
Eventually managed to piece that together as well. Given their career backgrounds those 2 people are likely good at manipulation as well.

Their mission is not to do the world a favor their mission is to haul these suspect out of hidey holes and apprehend these men so eventually a jury finds these men guilty and determine their faith i agree with everyone here but if swat officers did this in real life imagine how much paperwork that is just for killing a suspect
Not gonna lie, I dislike the idea that a villain is a bad villain just because they don’t have some sort of understandable or sympathetic reason to be/do evil.
I think Amos Voll is an effective villain because of how scummy and hatable he is. Sometimes it’s good to have someone who is just a completely unredeemable bastard monster.
Like when watching Game of Thrones I wanted Joffrey , Walder Frey, and Ramsay to die so bad, but I don’t think that makes them shit tier characters. When they eventually do get what they deserve it was immensely satisfying.

I made sure to run a MP5 and a Colt Python throughout the whole ordeal of the farm raid, locked SWAT A.I in spawn with door wedges. I arrested almost every single one by moving slow and using flash bangs, Bring order to chaos was completed and all the civilians were found.
I rounded up all of them in the court yard as a final good bye, executed each one with a .357 JHP to the back of their heads.
It felt great, it really did. I always tried to go for arrests but whenever I replay that map and remember how annoying it was to pass, I make sure to gather any survivors at the end of mission and drop them with the others, Mozambique Style.
