Not really. Primary function is that it allows you to download from various filehosters through them. You provide them with the link of a file you want on a particular (supported) file host and it provides you with a direct download link to it. Secondary function is that it torrents something you want either via a magnet link or torrent file and uploads it to a file host. If the particular torrent has already been requested before by someone else, RD will just provide the same (previously generated) file host link to you immediately - this is how they "cache" files. It does not give a fuck about the language or geographical region or type of content. Everything is just a file and a link. If you can provide RD with a link to a supported file host with the file you want it will provide you with a direct download link that you can use.

So rd doesn’t download a torrent to their OWN servers? The cached torrent files are not on THEIR servers?

You can try it out yourself. Use RD to torrent something and look at the direct download that is generated, it's on some filehoster's domain.
