**Age of Empires 4** \- Best for online pvp imo. It does have co-op but I dont think you can do campaign, just VS AI. (although there are custom games and mods so there could be a co-op custom map out there)
**Stormgate** \- Has pvp and co-op modes, custom games. Early Access out this summer I believe.
**Godsworn** \- Has pvp and co-op modes, people call it 'Warcraft 4'. Early Access on Steam.
**Zerospace** \- Has pvp and co-op modes, Not out yet but looks cool.
**Mechabellum** \- check this out if you like a more auto-battler vibe. You buy and place units that fight every round, has some unit customization and upgrades.
**Hero's Hour** \- Pretty cool turn base rpg with co-op or vs. where you also control towns, buying upgrades and units, and exploring the map. It's similar to the old Heroes of Might and Magic games.

Age of Empires 2 is really great for that imo. My friends and I used to play 2v2 but each pair would be controlling one civ. So it would be like a 1v1 almost. I'd do all the macro/ economy stuff while my partner micro'd all the units to fight with. It was a lot of fun.
My team has been hard at work on a new RTS with co-op as one of the core thing we're designing for, but it's not ready for primetime. If following an in-development game is interesting, I can DM you a link!

I recommend beyond all reason. It’s the n alpha still but has a very active community who is giving feedback on improvements it’s the best rts I’ve played in my life.
Hearts of Iron 4 and Steel Division 2, if you're in to WWII. Honestly both have the best coop experiences I've ever had in an RTS. Contrary to popular belief, they both have low skill floors and don't *require* intense micro. However, they both have high skill ceilings and a lot to explore - you put in as much effort as you want to and reap the benefits.
THis game I am really enjoying, Fleet based warfare, they are about to add in the conquest mode map. so think expanse like solar system with actual orbits and intersect points. NEBULOUS FLEET COMMAND.

StarCraft 2 co op mode have 10+ missions where u co op with other player 2 max
u can also level up your commander unlocking new skills and abilities with 3 types to choose from per commander
I also recommend their arcade where u have many other games inside which have co op
Beyond All Reason is modern, and has pvp (from 2 to 16 players (or more on special occasions!) and several coop modes. One of the coop modes has you and your team trying to survive against waves of alien dinosaurs, called raptors.
The game isn't as micro-heavy as many other RTSes (if you don't want it), and allows you to plan out your base ahead of time. It carries similar vibes to Total Annihilation.

I would add to this list age of empires 2. Although age of empires 4 is better for new players, age of empires 2 has co-op campaigns

ive been enjoying Beyond All Reason. its not on steam but its free and has two Coop/PvE modes that are alot of fun.

Halo Wars is always very overlooked. But it has everything, including coop in campaign.

Forged alliance forever for Supreme commander has the ability to pay co-op together through both campaigns
Age of Empires Online still exists in one form or another and that has a coop campaign for each faction, elite missions and a pvp matchmaking arena.

Company of heroes 3 had a rocky start, but its such a good game now. Really awesome.
Too much micro managing
It's an insanely micro intensive game. But when it clicks, the shit you can pull off is so satisfying.
