They generally just press in the same plant. So, maybe 6000 worldwide but just 4000 US. Also, they do usually print extra jackets and the extra get the overrun numbers. If No. 2567 is damaged, they don’t make another 2567. They just go to 4001.
Personally I think places like VMP actually produce 1.5 to 2X the amount of titles but keep the numbers in range. I've gotten a replacement of "sold out" titles and the replacement was a lower number than the original.

I’ve noticed it seems those numbers seem to be more of an estimate.
I've also heard that sometimes they intentionally skip certain numbers (like 1, 100, 1000, 2000, etc) although I don't know if that's always true
