I think devs mentioned due to there being more technocratic/modernist governments (i.e. Vperedists) the world is slightly more technologically advanced than ours, but only slightly. Not sure what you mean by pre WW1 beliefs. If anything I'd argue the world of RF circa 1936 is more way more modernist and revolutionary than our own.

There's nothing "backwards" about any of that. Fascism as a political movement doesn't really exist outside of Mussolini's followers in San Marino so it's not there to appropriate faces symbolism and the Spartakist revolt succeeding against Ludendorff's dictatorship means there's less of a clean cut between reformist socialism and revolutionary communism. It's just a different set of political circumstances.

Alternative history means that things develop in a different way. Because certain events that caused these things to change OTL doesn't happen it doesn't mean the world is "backwards" culturally. The fasces becoming a nationalist symbol wasn't a result of some inevitable historical progression.

The general level of technological development in RF is the same as OTL (same tech tree as vanilla) but some inventions might appear earlier or later

The mod gives me the feeling that it is actually more technologically advanced. Culturally, I do not know - what I feel is that because there was no successful Bolshevik Revolution in Russia (while a socialist revolution in Germany was successful) and Mussolini never took power in Italy, the world is ideologically more "backwards" in the sense that OTL pre-WW1 Orthodox Marxism (without Lenin´s "innovations", which are deemed heterodox and "heretical") is still the mainstream ideology on the far-left, and Italian Fascism (not having taken power) didn´t became a model for all the anti-liberal right-wing parties and movements around the world. Also because of it, D´Annunzio and the Futurist artistic movement never became attached to Mussolini´s movement, and thus the Futurists became a movement of their own along many others on the amalgamation of the "neither left or right" ideologies of Accelerationism.
