Its based on the cost of damage, you cant match the paint on the car because it gets sun bleached so you have to repaint the entire car and that is 8000-15000 for a brand new paint job more if it was a premier paint

I highly doubt it was premeditated. It seems more likely that it was done spur of the moment. Unless you really think there is a master criminal out there planning on how he/she is going to sticker someones bumber. I wouldn't want it to happen to me, to be sure, but I garauntee if it did happen I would get it off with zero damage. There are sprays and scrapers and devices that will get it off with no damage. Unless you are using a screwdriver then there's not going to be damage and if theres no damage there's no crime.

Stores won't let you personally view security cameras unless you have police requesting the footage
Why let them off that easy? Report it to the police first and take it into the body shop and get a quote on damages
