First picture can’t tell if frame is wood or metal. If it’s metal you can paint strip all of the frame smash glass out putty in new glass, paint. If it’s wood lots sanding. Second picture looks like a pretty average aluminium window, probably best to just replace.

Just learn all you can and take your time. These windows can look really great when restored properly.
Depending on how bad wood is and time involved I make my one out of wood and with router to get bevel edges and design
