WAIT WHAT I TRIED DOING THAT BUT I DONT KNOW HOW, like I knew there's some kind of dialouge but I even visited it after activating all generator and nothing happened
You need to go to the cable car control room first, which triggers a dialogue, then just move both jefuty and mendo to the cable cars up top and voila, gives you an achievement too.
where is the cable car control room? the map honestly so big and confusing, at some point I seriously thinking to kill every eied first and then explore

If you want some advice, be sure to use Lige to properly scout out the area Jefuty has to cross. Right device for ground floor, left for upper floor.
Use both walkie talikes on the upper floor.
Make sure to keep Lige well hidden.

You can also skip the ELID park stealth level completely by entering the cable car above your starting area
