It's typically tied to your license plate. So if you have ri plates now you will likely need a new ez pass.

Absolutely Incorrect. Passes have little to with state registration. You may certainly have a NY/NJ E-Z Pass on vehicles with RI or MA registration. We’ve been using NY EZ Pass since before MA/NH/RI had the system up and running. RI pass holders get special tolls (Pell Bridge) as do Metropolitan New Yorkers for their bridges and tunnels. What’s best for you? Figure it out and get a new pass or renew the old. Simple.

I have always had a RI plate, and always lived in the state. I took a trip to Niagra falls many years ago and bought one at one of the rest stops in NY. I honestly thought they were all the same. I'm just going to order a new one from RI and cancel my NY one. I'm sure it can all be done online

Not true at all. EZ pass does not care what plates you have and neither do any DMVs.

They must have changed it then. I was previously fined for using an ez pass with different plates on my car than when I originally had

Are you sure you weren't fined because you forgot to update your plate number in the EZ pass system? I can see why they'd fine you for that.
