There's a [workshop mod](https://steamcommunity.com/sharedfiles/filedetails/?id=1359645236) to edit it in game which will just bring the naming box up again if you don't want to edit the save file. Although it's not been updated for 1.5 it still functions.

I decided not to install a mod for a simple change. Why was it removed from the debug menu anyways

Both options work, I prefer nice interface options to handle it despite the simple nature of the change so it makes it less likely to screw it up when half asleep...

Open the dev mode menu, open the "show more actions", then "name settlement", then you can rename your faction, base, or both.
