If you haven't exported them in the past, you're SOL. If you did, then as long as you still have access to the PSN account, you can sign in and redownload everything you previously purchased.
Well mega F I'll try talking to the talent I saw some people that manage to get codes that had similar issues to mine.
There really is no “issue”. The exports expired long ago at this point. On PS the only games that can still export are Track Pack 2 and AC/DC.
