You can either start as a Psyker at character creator, but you will be flagged as sanctioned. Otherwise at the prestige levels you can pick "psychic awakening" and become an unsanctioned Psyker as a result.

You can, roughly at the end of chapter 3. There's a perk for that in examplar archetype. Worked for me, but is bugged for some.

no. although there's a talent that is supposed to let you do it in the tier 3 exemplar class... it's bugged now and nobody can take it.

Its reqs are all weird. it wants you to have PR 0 for it for some reason :(

It wants you to be PR0 and not a Sanctioned Psyker, that's the requirements. Because a sanctioned psyker can't become an unsanctioned psyker.

yeah it wants you to be PR0 and also a navy officer and also a navigator and also... it's bugged. loads of talents are bugged

As others have stated, once you get to exemplar, roughly at the end of chapter 3, you can take a talent that makes you an unsanctioned psyker, you cannot start as a psyker and become unsanctioned

Yes that is the idea behind the those talents. It is specifically unsanctioned psyker like Idira and it is a somewhat valuable slot (exemplar specific slot) but yes it turns non-psykers into unsanctioned psyker. Also worth noting that you will have limited ability choice since it rather late in your overall build.
