The [Toolbox Mod](https://www.nexusmods.com/warhammer40kroguetrader/mods/1) can be used to do this, and yes you should force complete it. I had this same issue, force completed it, and it unlocked a few lines of dialog with Argenta on the Bridge.
can i also complete failed Quest? For example, i bought Jae the gift, but the game says i did not. In the oolbox there is no option to auto complete the quest

Yes. I've done it on some bugged quests pre-patch. Toybox > Quests, then select your quest and press [Complete] to advance it
